PSAs always a hard one, if you don't know anything about it. Try something skin deep, something that connect to your audience. Something that is based on your own experience or someone close to you. Use those as the idea in you ad.

from that, i have 2 keywords... 1.say not o consumptive *sigh 2.make priority for your needs...

Try visual puns. Say, a visual of a teenage choosing something which is equally exciting, but can only choose one between a PS3 and an Xbox.
